2. Evaluate

3. Explore buyer fit
Where appropriate, determine whether qualified organizations have a real need and ability to transact. Buyer interest must be verified; it should never be assumed.
4. Structure an agreement
Only proceed when the parties agree on scope, permitted use, protections, price and contractual terms. A proposal is not a completed or paid license.
